¿IMAGINA A COSTA DE QUÉ? II

¿Imagina a costa de qué? II(eng)

Siguiendo el hilo del post anterior, aprovechamos para continuar con las reflexiones en torno a la institucionalización de las prácticas colaborativas e Imagina Madrid como proyecto referente y punta de lanza de la Dirección general de Patrimonio cultural y Paisaje urbano

Para arrancar una primera reflexión, nos apoyaremos en un caso emparentado con Imagina, que se realizó con un formato piloto a este proceso; el proyecto Tandem en los Jardines del Arquitecto Rivera, en el que participamos y conocemos de primera mano. En principio, ambos proyectos (Imagina y Tandem) tienen el mismo presupuesto para las intervenciones y también se plantean en términos pseudocolaborativos con tres colectivos profesionales y agentes locales, por lo que puede ser un ejemplo para algunos de los temas que planteamos y ponemos encima de la mesa. Este caso, nos sirve para seguir ahondando en las luces y sombras de las bases en las que se sustenta la propuesta de Imagina Madrid.

Este proyecto de Tandem, como otros muchos, se ha presentado a la sociedad como un proceso participativo/colaborativo (hacemos este binomio porque para algunas es lo mismo). El abuso semántico por parte de lo institucional es evidente, aunque ya existen múltiples voces que han dado la voz de alarma, desgraciadamente no seremos los últimos en hacerlo.

¿Qué supone este abuso, más allá de trasladar un mensaje ya reiterativo y vacío? La participación, y la forma de entenderla que se está trasladando desde la institución, sigue siendo en la mayor parte de los casos consultiva, y el mejor de los casos electiva entre dos opciones A o B. Su uso excesivo, genera confusión y falta a la verdad, cosa que a la larga genera descrédito entre la ciudadanía, ya que la posibilidad de participar en la toma de decisiones es un simulacro más que evidente. Los procesos de participación se han convertido en espacios que generan ilusiones ópticas a la ciudadanía en su conjunto, para posteriormente convertir las acciones en espectáculos poco o nada adaptados a las necesidades reales de un contexto, territorio o reivindicación social. El descontento, la desconfianza provocados por los procesos pseudoparticipativos, socavan la confianza que se ha construido durante años por estructuras de base y procesos de largo recorrido e imposibilitan el desarrollo de esos escenarios futuros en estos términos.

En el caso del programa Tándem, se convocó a “vecinas” y entidades del lugar solo dos veces en todo el transcurso del proyecto, esto para algunas es interpretado como un proceso de participación. Se les convoca y se plantean con ellas dinámicas de consulta, pensamiento, coprodución y análisis muy abiertos y sin objetivos concretos. Para finalmente no atender o responder a ninguna necesidad concreta de estas “vecinas” y entidades, sino a las necesidades de la institución. Su objetivo, camuflar dentro de un proceso pseudoparticipativo las intervenciones microarquitectónicas que dan soporte a una programación cultural dentro de los Jardines del Arquitecto Rivera, objetivo final que moviliza este proceso. En este simulacro todos los involucrados somos responsables y coparticipes de la ficción institucional.

Entendemos que es muy tentador tocar todo con la varita mágica de la participación, motivados por el deseo de una rápida rentabilidad política. Además, es fácil construir una mentira, ya que en estos procesos, generalmente participan pocas personas. Por la misma razón es muy fácil defender y sustentar su falso éxito y a su vez conseguir una divulgación masiva, planteándola en términos de éxito con un relato distorsionado, es el crimen perfecto.

El proyecto Tándem que se plantea en términos de proceso colaborativo/participativo se ha desarrollado a partir de dos sesiones de coproducción vecinal que a nuestro modo de ver y trabajar son muy escasos e insuficientes. Sin embargo, a nivel institucional esta realidad está bastante instalada. A su vez, la práctica institucional se camufla con una cortina de humo creada en torno a colectivos y agentes que son usados como arma arrojadiza de la legitimación.

Esta dinámica de escaso o casi nulo trabajo de diagnóstico y de un reducido y casi inexistente proceso afectivo entre los agentes involucrados, forma parte de la realidad de Imagina Madrid. Ya hemos asistido a numerosos procesos donde en las fases preliminares se ha realizado una única visita al barrio, por lo que nos podemos imaginar, que los desarrollos futuros se sustentan bajo unos cimientos muy deficitarios en este sentido. El mostrar esta realidad ya nos da las pistas del estado de la cuestión de esta convocatoria, que tiene muchas pretensiones, pero que actúa desde su calendario con estructuras de participación muy definidas.

La institución plenamente consciente de estas carencias siempre tiene una respuesta para justificarse, seguro que habéis escuchado alguna de ellas: estamos experimentando, todo es muy difícil, si no lo hacemos así no se hace nada, no sabéis lo complejo que es la burocracia, la próxima iremos mejorando, etc. Todas estas excusas, son las que parapetan una mala formulación y que interpela a la pregunta que arrancamos inicialmente ¿imagina a costa de qué?

El juego experimental lo asumen las entidades de base y si el experimento sale mal, qué más da, la institución pone en marcha un nuevo experimento. Todos ellos, con el denominador común barrio/participación/vecina, parece que este es el nuevo mantra institucional. Una reducción simplista y catastrófica de las complejas realidades de muchos de nuestros barrios y sus ciudadanos. Los procesos colaborativos y participativos generados por parte de la institución, no son conscientes de que la participación ya existe en otras miles de formas y formatos. Las necesidades, los espacios de resistencia, el asociacionismo de base, los proyectos sociales, las nuevas subculturas urbanas, etc. ya están organizadas, y ya hacen presencia en los barrios de forma orgánica, compartiendo sus aprendizajes y apoyándose en su día a día. No necesitan que les digan cómo o dónde deben participar o en qué sarao deben aparecer. Para ellas, la participación no existe, es su día a día.

Las entidades, en muchos de los casos, a pesar de la incomprensión por los repentinos intereses en sus barrios se suben al carro, ya que necesitan recursos para seguir vivas (otro de los grandes problemas que podríamos entrar a revisar, la redistribución económica a estos proyectos sociales y de base en los barrios y su supervivencia), su activismo les hace asumir el riesgo. Tienen muy presentes que esto forma parte de su práctica, aunque no sea la más acertada o fructífera. Lo asumen, no desde la desinformación, la pasividad, la temeridad o la desesperación, sino plenamente conscientes de que arriesgan a pesar de su fragilidad, ya que creen en las oportunidades, aunque vengan en forma de procesos extraños y ajenos, pero que, al fin y al cabo, son oportunidades para el desarrollo del barrio.

La institución no tiene en cuenta esta fragilidad o se olvida rápido de ella desde la comodidad del despacho. Se olvida, abandona a las entidades a su suerte, planea expectativas inabarcables y pasa rápidamente a otro barrio o a otro proyecto, en una suerte de tiempos que solo les encajan a ellos. Después de todas esas ilusiones, programaciones culturales temporales (también existen procesos participativos que son programaciones culturales), acciones pequeñas y comunicaciones con frases al uso en las portadas como “las vecinas participando” se van, pero la realidad, los problemas y dificultades se quedan en el barrio quietas, inmóviles, con toda su crudeza, y con ellas, los ciudadanos que nunca participaron y las entidades que seguirán su camino, unas con más ilusión, otras desilusionadas. El proceso colaborativo de participación vecinal institucional solo interesa si existe una la foto bonita con la gente riendo, (que no criticando por supuesto) y rodeada de esa aura del “buen rollismo”. Cuando hay problemas la institución desaparece, hablamos siempre de la institución cultural colaborativa-experimental, la institución siempre tiene una excusa para justificar que los problemas no son suyos, ellos solo pasaban por allí.

Por otro lado, los colectivos profesionales en muchos casos nos convertimos en el mercenariado que participa de este espectáculo grotesco. Participando de la gran farsa siendo una pieza que media y facilita la foto de estos procesos. También padecemos la instrumentalización frente a la fragilidad, la dependencia, el clientelismo y la precariedad, esos son los males comunes.

La formulación de estos procesos resultones condiciona los mismos para que no se desarrollen con las garantías suficientes, por un lado, los agentes que trabajamos en esos contextos necesitamos más tiempo y más garantías para dejarnos afectar por la realidad imperante, asumiendo toda su diversidad y su formas de hacer, y por otro, los ciudadanos tienen que verse corresponsabilizados con los procesos y eso no pasa por preguntar a 10/20/30/40/50 personas de un barrio o coger las estadísticas de plataformas de análisis social para legitimar los procesos. Necesitamos variables más afectivas, pero también más efectivas, con las que evaluar estas prácticas. La política siempre demanda resultados en términos de rentabilidad, pero eso no casa con las formas de hacer de las prácticas colaborativas.

Por eso la foto, el objeto, la expo, son tan importantes para la administración, para nosotras la clave pasa por entender y ser consciente que estas prácticas se articulan en términos de proceso a largo plazo. Estas intervenciones colaborativas no deben supeditarse al resultado, al producto, la imagen, este sí que debe ser el mantra que debe calar en las lógicas institucionales y no institucionales. La labor que queda pendiente es cómo resolver esta cuestión y plantear procesos que no tienen por qué desembocar en resultados, que el fracaso y el error en sí mismo es un resultado y que los espacios son cambiantes y que cada agente tiene su desarrollo, sus tiempos y sus afectos que hay que cuidar.

El proyecto de Imagina Madrid desembarca en la ciudad con un proceso a todas luces pretencioso, que más allá de abordar todas estas cuestiones directamente no las toma en consideración. Imagina Madrid plantea un contexto más difícil todavía, como si el riesgo fuera un valor. Sin cuestionarse a costa de qué, solo se pone en valor la rentabilidad política del experimento. Esto nos parece una irresponsabilidad total. Nosotras, que algunos momentos hemos sido coparticipes del espectáculo, en este momento decidimos bajarnos del barco, hacer el ejercicio de autocrítica y plantear este hilo de posts desde los que establecer un marco crítico y de reflexión entre todos los agentes que participamos y formamos parte de esta práctica.

Imagine at the expense of what? II

Following the thread of the previous post, we would like to take advantage of this opportunity to continue our reflections on the institutionalisation of collaborative practices and Imagina Madrid as a reference and spearheading project of the Directorate General for Cultural Heritage and Urban Landscape.

To start a first reflection, we will rely on a case related to Imagina, which was carried out with a pilot format to this process; the Tandem project in the Gardens of Architect Rivera, in which we participate and know firsthand. In principle, both projects (Imagina and Tandem) have the same budget for interventions and are also presented in pseudo-collaborative terms with three professional groups and local agents, so it can be an example for some of the issues we raise and put on the table. This case, serves us to continue to delve into the lights and shadows of the bases on which the proposal of Imagina Madrid is based.

This Tandem project, like many others, has been presented to society as a participatory/collaborative process (we make this binomial because for some it is the same thing). The semantic abuse by the institutional side is evident, although there are already multiple voices that have sounded the alarm, unfortunately we will not be the last ones to do so.

What does this abuse imply, beyond conveying an already repetitive and empty message? Participation, and the way in which it is understood that it is being transferred from the institution, remains in most cases consultative, and the best of the elective cases between two options A or B. Its excessive use generates confusion and lack of truth, which in the long run generates discredit among citizens, since the possibility of participating in decision-making is a simulation more than evident. The processes of participation have become spaces that generate optical illusions for citizens as a whole, and then turn the actions into shows little or nothing adapted to the real needs of a context, territory or social demand. The discontent, the mistrust provoked by pseudo-participatory processes, undermine the trust that has been built over the years by basic structures and long-distance processes and make it impossible to develop these future scenarios in these terms.

In the case of the Tandem program,"neighbors" and local entities were called together only twice throughout the course of the project, this for some is interpreted as a participatory process. They are summoned and posed with them dynamics of consultation, thought, coproduction and analysis very open and without concrete objectives. Finally, in order not to meet or respond to any specific needs of these "neighbours" and entities, but to the needs of the institution. Its objective is to camouflage within a pseudo-participatory process the microarchitectural interventions that support a cultural program within the Gardens of Architect Rivera, a final objective that mobilizes this process. In this simulation, all those involved are responsible and co-participants of institutional fiction.

We understand that it is very tempting to touch everything with the magic wand of participation, motivated by the desire for quick political profitability. Moreover, it is easy to construct a lie, since few people usually participate in these processes. For the same reason, it is very easy to defend and sustain its false success and at the same time to obtain a massive disclosure, posing it in terms of success with a distorted story, is the perfect crime.

The Tandem project that is proposed in terms of collaborative/participatory process has been developed from two sessions of neighborhood co-production that in our opinion and way of working are very few and insufficient. However, at the institutional level this reality is quite well established. In turn, institutional practice is camouflaged with a smokescreen created around collectives and agents that are used as a throwing weapon of legitimization.

This dynamic of little or almost no diagnostic work and a reduced and almost non-existent affective process among the agents involved, is part of Imagina Madrid's reality. We have already witnessed numerous processes where, in the preliminary stages, a single visit has been made to the neighbourhood, so we can imagine that future developments will be sustained on a very loss-making basis in this respect. Showing this reality already gives us the clues of the state of the question of this convocation, which has many pretensions, but which acts from its calendar with very defined participation structures.

The institution fully aware of these shortcomings always has an answer to justify itself, I am sure you have heard some of them: we are experiencing, everything is very difficult, if we do not do it in this way nothing is done, you do not know how complex the bureaucracy is, the next time we will be improving, etc. All these excuses, they are the ones that paraptan a bad formulation and which asks the question that we initially start imagining at what cost?

The experimental game is assumed by the basic entities and if the experiment goes wrong, who cares, the institution starts a new experiment. All of them, with the common denominator neighbourhood/participation/neighbor, it seems that this is the new institutional mantra. A simplistic and catastrophic reduction of the complex realities of many of our neighborhoods and their citizens. The collaborative and participatory processes generated by the institution are not aware that participation already exists in thousands of other forms and formats. Needs, spaces of resistance, grassroots associationism, social projects, new urban subcultures, etc. are already organized, and they already have an organic presence in the neighborhoods, sharing their learning and relying on their day-to-day support. They don't need to be told how or where to participate or what sarao should appear. For them, participation does not exist, it is their day-to-day life.

Entities, in many cases, despite the incomprehension for the sudden interests in their neighborhoods, get into the car, because they need resources to stay alive (another of the great problems that we could go into to review, the economic redistribution to these social and grassroots projects in the neighborhoods and their survival), their activism makes them assume the risk. They are well aware that this is part of their practice, even if it is not the most successful or fruitful. They assume it, not from disinformation, passivity, recklessness or despair, but fully aware that they risk in spite of their fragility, because they believe in opportunities, even if they come in the form of strange and alien processes, but which, after all, are opportunities for the development of the neighbourhood.

The institution does not take this fragility into account or quickly forgets it from the comfort of the office. He forgets himself, abandons the entities to his own fate, he plans unsurpassable expectations and passes quickly to another neighborhood or another project, in a sort of time that only fit them. After all these illusions, temporary cultural programming (there are also participative processes that are cultural programming), small actions and communications with phrases to use on the covers as "the neighbors participating" leave, but the reality, problems and difficulties remain in the neighborhood quiet, immobile, with all their rawness, and with them, citizens who never participated and the entities that will follow their path, some with more illusion, others disillusioned. The collaborative process of institutional neighborhood participation only matters if there is a beautiful photo with people laughing (not criticizing of course) and surrounded by that aura of "good rollismo". When there are problems the institution disappears, we always talk about the collaborative-experimental cultural institution, the institution always has an excuse to justify that the problems are not theirs, they only went through there.

On the other hand, professional collectives in many cases become the mercenary that participates in this grotesque spectacle. Participating in the great farce being a piece that mediates and facilitates the photo of these processes. We also suffer from instrumentalization in the face of fragility, dependence, clientelism and precariousness, these are the common evils.

The formulation of these processes results condition the same ones so that they do not develop with sufficient guarantees, on the one hand, the agents that we work in these contexts need more time and more guarantees to let us be affected by the prevailing reality, assuming all its diversity and its ways of doing, and on the other hand, the citizens have to be co-responsible with the processes and that does not happen by asking 10/20/30/40/50 people of a neighbourhood or to take the statistics of We need variables that are more affective, but also more effective, with which to evaluate these practices. Politics always demands results in terms of profitability, but that does not match the ways of doing collaborative practices.


That's why the photo, the object, the expo, are so important for the administration, for us the key is to understand and be aware that these practices are articulated in terms of long-term process. These collaborative interventions should not be subordinated to the result, the product, the image; this must be the mantra that must permeate institutional and non-institutional logics. The work that remains to be done is how to resolve this question and to raise processes that do not have to lead to results, that failure and error in itself is a result and that the spaces are changing and that each agent has its development, its times and its affections that must be taken care of.

Imagina Madrid's project disembarks in the city with a clearly pretentious process that, apart from directly addressing all these issues, does not take them into consideration. Imagine Madrid poses an even more difficult context, as if risk were a value. Without questioning at what cost, only the political profitability of the experiment is valued. This seems to us to be completely irresponsible. We, who have been co-participants of the show for some moments, at this moment we decided to get off the boat, do the exercise of self-criticism and raise this thread of posts from which to establish a critical framework and reflection among all the agents who participate and are part of this practice.
